This is a cool 3" by 5" laminated paper invitation or flyer to a signing where Elvis Costello was autographing copies of his "When I Was Cruel" album. It was issued by Island Records in conjunction with Tower Records, who hosted the in-store gathering. As you can see in the accompanying image, it has a small heart-shaped hole in it near the bottom which a Tower employee punched when the original owner entered the event. This is a cool piece, which is unlikely to surface again anytime soon!
